Can Rural Finance in Deep Poverty Regions Alleviate the Income Gap among Farmers Effectively?

基于社会福利函数构建理论分析框架,采用2018年中国深度贫困地区微观农户调查数据,运用再中心化影响函数回归实证检验深度贫困地区农村金融的收入分配效应,研究表明,总体而言,深度贫困地区农村正规金融显著降低了农户内部收入差距,而农村非正规金融则扩大了农户内部收入差距;从内部结构差异来看,深度贫困地区农村非正规金融的收入不平等效应主要表现为扩大了农户的非农收入差距与财产性收入差距。建议深度贫困地区在金融助推脱贫攻坚过程中切实保障金融扶贫资源的精准投入,合理引导农村非正规金融的健康发展,同时加强培育深度贫困群体的发展能力。

The 2018 micro survey data of farmers in China＇ s deep poverty regions were adopted to construct a theoretical analysis framework based on social welfare function using re- centralized impact function regression to empirically test the income distribution effect of rural finance. The research results showed that, in summary, formal rural finance significantly lowered the income gap among farmers in deep poverty regions, whereas informal rural finance expanded it. In terms of difference in internal structure, the income inequality effect of informal rural finance in deep poverty regions was primarily reflected in the cultural and property income. It is recommended that when enlarged gap in farmers＇ non-agriproviding financial aid to alleviate poverty in these regions, accurate investment of financial aid resources should be ensured, reasonable guidance should be introduced to facilitate healthy development of informal rural finance, and efforts to cultivate development abilities of deep poverty groups should also be strengthened.
