“放管服”视域下高校教师职称评审制度改革研究 被引量:14

摘要 对职称评审实施"放管服"是高校教师职称评审制度改革的重要举措。在充分认识高校教师职称评审权下放的必要性与合理性基础上,结合《高校教师职称评审监管暂行办法》的相关要求,从事前、事中、事后等三个角度观测高校对教师职称评审监管工作的落实情况,同时,应从高校、地方政府、国家等三个层面分别就环境营造、服务指导、平台建设等做好相应的配套服务和保障措施。 The implementation of the doctrine of autonomy, administration and service is an important measure for the reform of the professional title evaluation system for university teachers. Based on fully understanding of the necessity and rationality of the decentralization of teachers' professional title evaluation, this paper, with the reference to the relevant requirements of the Interim Measures for the Supervision of College Teacher' s Professional Title Evaluation , observes the implementation of the supervision of college teacher' s professional title evaluation from three perspectives: before, during and after the event. At the same time, corresponding supporting services and safeguard measures should be taken from three levels of colleges, local governments and state on environmental construction, service guidance and platform construction.
