中美合流制溢流污染控制概要比较 被引量:17

摘要 合流制溢流(CSO)污染长期以来严重制约我国水环境质量改善,已成为现阶段海绵城市建设与黑臭水体整治中不可回避且亟待解决的重大难题。美国在世界范围内较早地开展CSO污染控制,整体上在CSO污染物削减、受损水体恢复等方面取得了良好成效。简要梳理中美两国合流制排水系统及溢流污染控制概况,对两国CSO污染控制的法律法规及政策、管控方法、标准规范、相关规划等方面进行比较分析,以期为我国CSO污染控制有序推进提供参考。 For a long time,the combined sewer overflow(CSO)control has seriously restricted the improvement of China's water environment quality,and becomes a major problem that cannot be ignored and urgently needed to be solved in the construction of sponge city construction and black smelly water treatment.The United States carried out CSO control in an earlier age around the world,and had achieved good results in terms of CSO pollutant reduction and damaged water recovery overall.Briefly analyze the combined sewer system and overflow control in China and the United States,compare the laws,regulations,policies,control methods,standards and codes,and related plans of CSO control in the two countries,in order to provide reference for the orderly advancement of China's CSO control.
