摘要
我国大学治理改革已由前一阶段侧重于理念精神的宣传、宏观治理体制的设想和确认进入到深层的实践期,即到了酝酿推进具体的制度建设并为此采取具体措施的阶段。现实中我国大学治理的构成可被看成是两种相互影响且又隐含矛盾的组织机制:一种是已得到长久强化的纵向整合机制,另一种是至今仍很羸弱的横向协调机制,当前格局下大学治理创新面临的最大挑战就是如何促进这两种机制之间的有效匹配。而解决问题的途径则是把它们纳入到一个共同的治理框架之中,并提供所急需的一些机制性条件,如把不同的主体设法分开,将处于弱势一方拥有的权利转化为实实在在的权力,并为其提供外在的力量支持,等等。
In the perspective of meso-Level,the university governance in China actually is facing two orientations which influence each other. One is the vertical order coordination mechanism which has almost come to its peak,and the other is how to develop a horizontal order coordination mechanism against the current situation of Chinese university governance. The crucial innovation lies in an effective connection between the two kinds of mechanisms. And the key of the problem is to put them together into a common governance framework,and to provide some indispensable conditions,such as managing to separate the relevant subjects of main interests from the framework,transforming the rights that some subject has into the real power,providing external and additional support for the comparatively weak one.
