摘要
我国的农业市场化发展正在经历深刻变化,农产品市场风险(即价格波动风险)日益成为农户、农业经济组织及政府决策者需要谨慎应对的关键性、全局性问题。本文在梳理国内外农产品市场风险变化及影响因素的基础上,剖析了我国现有农产品风险管理体系存在的缺陷,并以"政府部分价格支持+收入保险补偿损失+衍生工具规避风险"为核心,提出我国新型农产品市场风险防控体系建设的总体思路和具体建议。
China＇s agricultural marketization has undergone profound changes. The market risks of agricultural products are becoming a critical and overarching issue for farmers,agricultural economic organizations and government policy makers. Based on the analysis of the risk changes and influencing factors of agricultural products market at home and abroad,this paper analyzes the defects of the existing agricultural product risk management system in China. With the core of ＂Government Partial Price Support,Income Insurance Compensation Loss and Derivatives Avoiding Risk＂,the paper puts forward the general ideas and specific suggestions for the construction of China＇s new agricultural product market risk prevention and control system.
