某薄膜制造企业生产建设项目职业病危害控制效果评价 被引量:2

Evaluation of control effect of occupational hazards in a film manufacturing factory

摘要 目的对无锡某薄膜制造厂建设项目中产生的职业危害因素及控制效果进行评价,为行政主管部门验收薄膜生产类建设项目提供科学依据。方法采用现场职业卫生检测与调查法、职业健康检查等相结合的方法对该项目存在的职业病危害因素进行综合评价。结果该项目涂布岗位的苯、甲苯、二甲苯、乙苯、丁酮、噪声、正庚烷、正丁醇为关键控制点,该项目所有点位的危害因素检测合格率均为100%。该项目的总体布局、建筑卫生学、生产工艺和设备布局、职业病危害防护措施、个人使用的职业病防护用品、应急救援措施、职业卫生管理等基本符合《工业企业设计卫生标准》等相关职业卫生法规、标准的要求。结论结合该项目使用的原辅材料、工艺的复杂程度、先进性和自动化水平,综合判定该项目为职业病危害风险较重的建设项目。经综合分析评价该建设项目所采取的职业病危害控制技术和管理措施整体有效。应在现有基础设施上更加完善地建立健全职业卫生管理制度。 Objective To evaluate occupational hazards and control effects in a construction project of a film factory in Wuxi and provide a scientific basis for acceptance of construction projects of film production by administrative departments.Methods The occupational disease risk factors existing in the project were evaluated comprehensively by field occupational health survey,occupational health examination.Results The positions in this project were coated with benzene,toluene,xylene,ethylbenzene,butanone,noise,n-heptane,n-butanol as the key control point. The project all points of the detection of hazardous elements pass rate was 100%. The overall layout of the project,building hygiene,production technology and equipment layout,protective measures against occupational hazards,personal protective equipment for occupational diseases,emergency rescue measures and occupational health management were basically in line with relevant occupational health regulations met the requirements of relevant occupational health regulations and standards of the Hygienic Standard for Design of Industrial Enterprises. Conclusion Combined with the raw and auxiliary materials used in the project,the complexity of the process,the advanced nature and the level of automation,the project is comprehensively determined as a construction project with a high risk of occupational hazards. The comprehensive analysis and appraisal of the construction projects taken by the occupational hazards control techniques and management measures are effective as a whole. A sound occupational health management system should be established and improved on the existing infrastructure.
