全球治理转型与中国的责任定位:基于全球问题属性的研究

Transformation of the Global Governance and the Orientation of the Responsibility of China: A Study on the Basis of the Nature of the Global Problems

冷战结束以来,国际体系中两极对抗的体系特征消失,一方面国际社会因缺乏主导性力量而进入混乱无序的状态,另一方面各国之间又因全球化的深入发展而史无前例地相互依存,从而产生了种种新的威胁。尽管国际社会一直在努力解决这些问题,但收效甚微。全球治理从理论和实践两个层面都面临重大困境和挑战,亟须变革。全球治理转型研究应当从全球问题本身的特性出发,基于不同类别的全球问题,选择不同的治理主体和治理路径,合理引导全球事务及其治理。中国应主动引领这一转型,一方面实现全球问题的善治,另一方面在新的国际治理体系中谋求有利的地位。

Since the ending of the Cold War,with the disappearance of the characteristics of the bipolar confrontation in the international system,the international society,on the one hand,for the lack of dominant forces,is elapsed into a chaotic condition,while on the other hand,all the nations,on account of the furtherance of the globalization,unprecedentedly come into interdependence with each other.No outcome of any importance,however,is realized even as the means to the solution of those problems has been being sought in the international society.Theoretically and practically,global governance,faced with tremendous difficulties and challenges,is in great need of transformation,so as to realize the improvement of the international system and governance procedure.It is necessary that studies in the transformation of the global governance commence with the characteristics in the global problems per se,be grounded upon the varieties of the global problems,choose between those different governance agents and methods,and guide rationally the global affairs and the governances of global affairs.Also it is necessary that China take lead of such a transformation,in order that,on the one hand,the proper governance of global problems be realized,and,on the other hand,an advantageous position in the system of international governance be obtained.
