Survey of health resources allocation in the Guangxi Zhuang Autonomous Region from 2011 to 2015

目的卫生资源合理配置和协调发展是评价区域卫生规划的重点,本研究分析广西2011-2015年卫生资源机构床位人员的增量变化,为广西"十三五"期间优化卫生资源配置提供参考。方法采用普查的方法,调查广西2011-2015年全区14个市所有登记在案的公立卫生机构和其拥有的各类卫生人员数、床位数。用年平均增长量,年平均增长速度,年平均发展速度和年平均增长速度描述和预测卫生资源中最重要的机构、床位、人员的发展趋势。结果公立卫生机构的平均发展速度为4.63%,医院总体数量在整个卫生机构中增长最快,增长幅度最大,5年的平均增长速度为3.81%。村卫生室和乡镇卫生院绝对增长量均为负数,机构数量呈减少趋势,乡卫生院减少速度最快。床位数的平均发展速度为7.07%,医院床位平均发展速度为6.62%,超过医疗机构总床位平均增长速度。民族医院床位数平均发展速度为12.31%;骨科医院床位年平均增长量为负数。卫生人员的平均发展速度为6.82%。管理人员以1 337.80个的年平均增长量,8.27%的平均增长速度位列第二。结论广西卫生资源的增量配置中床位人员机构发展不匹配,要进一步优化卫生规划中机构床位人员发展的均衡性。

OBJECTIVE Rational allocation and coordinated development of health resources are the key points of evaluating regional health planning.An analysis of the incremental changes of the bed and staff in health resources institutions in Guangxi from 2011 to 2015 can provide reference for optimizing the allocation of health resources during the＂Thirteen-Five＂period in Guangxi.METHODS By using the method of census,we investigated all the registered public health institutions,the number of all kinds of health personnel and the number of beds in Guangxi.The development trend of the most important institutions,beds and personnel in health resources were described and predicted by average annual growth,annual average growth rate,annual average development speed and annual average growth rate.RESULTS The average development rate of public health institutions was 4.63%.The overall number of hospitals grew fastest in the whole health sector with the largest increase in growth rate,whose average growth rate was 3.81%in the past five years.The absolute increases of the village clinics and township hospitals were negative,the number of institutions was decreasing,and the township hospital had the fastest reduction.The average development rate of bed number was 7.07%.The average growth rate of hospital beds was 6.62%,which exceeded the average growth rate of the total beds of medical institutions.The average development rate of national hospital beds was 12.31%,and the annual average growth of beds in of orthopedics hospital was negative.The average development rate of health workers was 6.82%.Managers ranked second with an average annual growth number of 1 337.80 and an average growth rate of 8.27%.CONCLUSIONS The development of bed and personnel did not match each other in the incremental allocation of health resources in Guangxi.It needs to further optimize the balance of developments of institutional beds and staff in the health planning.
