摘要
培育住房租赁市场是在目前城市房价连续上涨局面下解决中低收入人群住房问题的重要途径。而信用体系不健全是影响我国住房租赁市场发展的重要原因。如何在我国社会诚信建设顶层设计的框架下细化落实住房租赁市场的信用体系建设,是摆在我们面前的重要命题。本文分析了英国住房租赁市场信用体系的基本框架和运行模式,并阐述了其租赁流程中个人信用记录的功能设计,为我国信用体系的精细化建设管理提供了借鉴。
Cultivating the housing leasing market is an important way of solving the housing problem of the low- and middleincome families under the background of increasingly higher housing prices. The imperfect credit system is the main reason for the underdevelopment of our country's housing leasing market. It has become an important issue for China to refine and put into practice the credit system of the housing leasing market within the framework of the top-level design for China's social credit program. This paper analyzes the basic framework and operation mode of the credit system of the British housing leasing market, and expounds the functional design concerning personal credit record in the leasing process, hoping to provide a reference for the refined management of China's credit system.
