河南省双创人才生态环境优化研究

Research on How to Optimize the Ecological Environment for Talents with the Ability of Entrepreneurship and Innovation in Henan Province

人才引领创新,创新驱动发展,实施人才战略是新常态下中国经济实现转型发展的重要战略举措。河南双创人才生态环境建设具有多项国家战略叠加的政策优势、新兴业态呈现的后发优势,以及日趋凸现的产业结构调整优势。但双创人才生态环境建设中仍存在一些问题,主要是着眼未来的长远规划缺位,立足现实的落地措施不足;双创主体缺乏互通平台,信息流动率不高;人才观念落后,人才机制比较僵化等。因此,应完善和优化双创政策环境,营造以人为本的人文环境,营造自然宜人的生活环境,创造宽松的双创环境,丰富人才生态各类组成元素,拉长不同层次人才的生态链,促进人才价值创造和流通,进而形成人才和人才生态的良性互动。

Talents may guide the innovation, and the innovation may drive further development. Applying the talent strategy is the important strategic measure for the transformation development of Chinese economy in the new normal. In Henan province, there are various advantages for the construction of ecological environment for talents with the ability of entrepreneurship and innovation. For example, the policy advantage with several national strategies adding together, the late-mover advantage with the emergence of new businesses, and the advantage of industrial structure adjustment that is increasingly prominent. But there still exist some problems in the construction of ecological environment for talents with entrepreneurship and innovation. The long term plan for the future is lacked, and the measures for the reality are insufficient; The subjects for the activity of entrepreneurship and innovation lack the platform for communication, and the information flow rate is low; the concept of talent is lagging behind, and the mechanism for talent is rather rigid. Therefore, we should complete and optimize the political environment for the activity of entrepreneurship and innovation, create the humanistic environment that is people-oriented, the pleasant living environment, and the free environment for the activity of entrepreneurship and innovation. We should also enrich various elements for the talent ecology,make a longer ecologic chain for talents of various levels, promote the creation of talents ’ value and its circulation,and thus form the benign interaction with talents and the talent ecology.
