河南推进绿色发展的思考

Thoughts about the Promotion of Green Development in Henan Province

绿色发展是人们对美好生活向往的重要体现,是推进人与自然和谐共生的现代化的客观要求,是实现永续发展的必要条件。践行新发展理念,推动经济发展高质量,肩负起新时代中原更加出彩的历史使命,客观上要求推进绿色发展。必须清醒地看到,河南推进绿色发展的不利因素是客观存在的。要努力降低不利因素的负面影响,在发展中力争化被动为主动,坚持政策引领,走实绿色发展道路;坚持科技创新,推进低碳循环发展;用好绩效评价,强化生态效益导向;着力理念养成,培育集约节约风尚;着力制度构建,筑牢环境保护屏障。

Green development embodies the aspiration of people for beautiful life,meets the requirement of harmonious coexistence between human and nature in modem society,and becomes the necessary condition for realizing the sustainable development. In order to implement the new development ideals, promote the economic development with high quality,and shoulder the historical mission of making the central plain more wonderful in the new era, it is also an object task to promote green development. We should clearly observe that there indeed exist some disadvantages in green development in Henan province. In order to decrease the negative influence of the disadvantages and try to be active in the development instead of being passive,we should try to do the following aspects ： insist on the guidance of policy and go on the road of green development steadily; insist on scientific innovation and promote the development with low carbon and circulation ; make good use of the performance appraisal and emphasize the guidance of ecological benefit; cultivate the ideals and pursue the thrift style of life; and emphasize the construction of system and build up firmly the barrier for environmental protection.
