构建流转顺畅的产权制度是集体建设用地产权改革的方向,但改革实践的推动仍然困难重重。在深入分析和总结成都、苏州、顺德三地集体建设用地产权制度改革实践的基础上,厘清集体建设用地产权改革的主要推动力量和顽固阻碍因素,为进一步推动集体建设用地产权制度改革,确保改革政策的科学性和有效性,在确权、流转、利益分配三个方面建立起能动的改革反馈调节机制,即改革的实现机制,为建立统一的城乡建设用地市场和流转顺畅的新型建设用地产权制度、使农民切实分享改革所带来的利益提供借鉴。

Based on the depth analysis and summary of property right system reform practice ofrural collective construction land in Chengdu, Suzhou and Shunde, the main driving force and stubbornhindering factors are clarified of property right system reform of rural collective construction land. Tofurther promote the reform and ensure the scientific nature and effectiveness of the reform policy, thedynamic feedback mechanism will be established in the ownership, transfer, distribution of interests, andfinally a unified urban and rural construction land market and new construction land property rightssystem are set up to enable farmers to share the benefits brought by the reform.
