高校信息公开从外源推力向内生动力的转变——以江苏地方高校为例

The Information Disclosure in Colleges and Universities from External Thrust to Endogenous Power: on the Basis of Local Colleges and Universities in Jiangsu Province

信息公开制度是建立和完善现代大学制度、提高大学治理能力、开展高校治理体系现代化建设的重要途径。对2018年江苏157所地方高校的信息公开情况进行测评,结果显示,高校信息公开的实践具有非均衡性。具体表现为:高校在信息公开事项上集体选择趋利与避害;在相同类型高校中,更高层次高校的信息公开行为优于较低层次高校;民办高校及中外合作办学高校存在信息公开的"盲区"。从定量的角度来看,高校信息公开得分与高校规模具有正相关性;从定性的角度来看,信息公开与高校内部治理结构中的许多非定量因素密切相关。信息公开制度在高校治理中能够发挥桥梁作用,平衡高校权威体制与科层制组织的关系。信息公开运行机制应变外源推力为内生动力,在高校治理结构中发挥平衡作用,推动高校组织的扁平化管理,促进国际化开放办学。

Information disclosure system is important to establish and improve the modern university system,promote the modernization of university governance. The supervision and evaluation of information disclosure system need to be strengthened. The monitoring results of 157 local colleges and universities in Jiangsu Province in 2018 show that the public practice in colleges and universities is unbalanced,as follows: Their choice of information disclosure matters which is open or not are collective; in the same type,the higher level of information disclosure behavior is superior to others; private and Sino-foreign cooperated colleges and universities are the blind area where information is absent. Quantitatively,the score of university information disclosure is positively correlated with the size of universities, qualitatively, information disclosure is related to the internal governance structure. As a bridge to stabilize the relationship between the authoritative system and the bureaucratic organization,the information disclosure operation mechanism will play a balancing role by changing the external thrust into the endogenous power. Embedding in the governance structure of colleges and universities,the information disclosure will ultimately advance the flat management of university organizations and open education.
