中国渔业供给侧结构性改革的路向选择——一个产业政策分析框架

The Path and Direction Selection for the Supply-side Structural Reform of Chinese Fishery Industry——An Analytic Framework of Industrial Policy

主流经济学理论的演进遵循"释放‘看不见的手’、增加供给""发挥‘看得见的手’、刺激需求""双手并用、多目标平衡"的逻辑主线。中国渔业遵循了释放"看不见的手"、加强"看得见的手"的政策演进轨迹,实现了供给增加和规范发展。中国渔业经历了短缺、充足到目前结构性过剩三个阶段。未来渔业经济政策应以供给侧结构性改革为主线,坚持"双手并用",一方面发挥市场在渔业资源配置中的决定性作用,明晰渔业资源产权、入渔权和扩大开放、参与国际专业化分工;另一方面发挥政府在生态优先、绿色发展、基础设施建设、品牌培育等方面的作用。研究构建的产业政策分析框架可以作为部门经济或产业政策嬗变的逻辑框架。

The evolution of the mainstream economics follows the logical line of ＂releasing the ＇ invisible hand＇ to increase supply＂ ,＂ bringing the ＇ visible hand＇ into play to stimulate demand＂ and ＂using the two hands to- gether to realize multi - objective balance＂. The fishery industry of China has experienced the trace of policy e- volution from releasing the ＂invisible hand＂ to strengthening the ＂visible hand＂, and has realized the increase of supply and the normalized development. The development of the fishery industry of China can be divided into three stages ： shortage, sufficiency and nowadays structural surplus. For the future, the economic policy of the fish- ery industry should follow the line of supply - side structural reform, and use the two hands well at the same time：on the one hand, playing the decisive role of the market in resource allocation in the fishery industry, ex- plicitly define the property rights and operating rights of fishery resources, and enlarge the opening - up and par- ticipate in the global division of labor; on the other hand, playing well the functions of the government in ecologi- cal protection, green development, infrastructure construction, brand cultivating and so forth. The analytical framework for industrial policy brought forward in this paper can be used as a logic framework for the evolution of sector economy or industrial policy.
