摘要
从贫困陷阱的视角分析高校贫困生资助工作发现在经济资助不断增加的情况下,贫困生自卑心理依然难以消除,学习贫困、就业贫困等现象愈发突出,缺少机会与平台的状况始终存在。其原因在于:政策方面缺乏发展性、精准性与参与性,贫困生个人方面缺乏规划性、能动性与创造性。展望未来,高校贫困生资助工作应适当转变:资助理念上,要逐步转变过于依靠他助的局面,探求他助与自助的有机统一;资助形式上,要逐步转变过于依靠显性资助的局面,探求显性资助与隐性资助的有机统一;资助方式上,要逐步转变过于依靠直接资助的局面,探求直接资助与间接资助的有机统一;资助机制上,要逐步转变过于依靠无偿性资助的局面,探求无偿性资助与有偿性资助的有机统一。
From the perspective of the poverty traps, it is found that poor college students are far from shaking off the inferiority complex even with a growing financial support. Because of lack of opportunities and platforms, these undergraduates are faced with ever poorer academic performance and employment difficulties. The causes of these problems are the policies have no sustainability, accuracy and involvement. On the other hand, the impoverished students have insufficient planning, initiative and creativity. Aiding the needy thus should be changed appropriately. In terms of concept, the assistance-dominated situation shall be changed into combination of assistance and self-reliance. In terms of form, we should explore on the organic unity of transparent subsidy and covert subsidy while phasing out over-reliance on transparent subsidy. In terms of means, over-reliance on direct aid should be changed, and policymakers are advised to strike a balance between direct and indirect subsidy. In terms of mechanism, over-reliance on free financial aid should be changed. , and we shall explore the organic unity of free financial aid and work-study programme.
