农村基层本土人才计划的实施,不仅解决了农村基层干部人才队伍缺乏的问题,同时也丰富了农村社区治理的角色主体。作为农村建设发展的直接参与者,在农村社区治理中发挥着重要的功能作用。由于自我认知偏差、个人能力欠缺、职责分工不明确、保障机制不健全等原因,无法有效发挥农村基层本土人才的功能作用。在此情况下,找准农村基层本土人才的角色定位,明确职责功能,对于主体功能的充分发挥及推动农村社区发展具有重要意义。

The implementation of the rural grassroots local talent plan not only solves the problem of lack of talents in rural grassroots cadres, but also enriches the role of rural community governance. As direct participants in the development of rural construction, they play an important functional role in rural community governance. Due to improper self-knowledge, insufficient competence, unclear division of responsibilities, and imperfect protection mechanisms, the function of rural grass-roots local talents cannot be effectively realized.
