总体城市设计的意义及景观管理策略探讨

Research on the Significance of General Urban Design and Landscape Management Strategy

城市设计是环境品质提升和公共空间维护的有效手段,也是城市景观风貌塑造与管理的政策性工具。讨论城市设计的意义与作用,特别是总体城市设计的目标与任务,在全面介绍日本东京都景观政策和设计实践探索过程、景观规划要点和实务特征的基础上,结合我国城市设计管理实际状况,阐述了健全完善城市设计制度与景观管理政策的基本理念,作为景观风貌管控工具,总体城市设计需要通过立法确立行政地位和管控机制,专业技术人员不应满足于图纸上的方案设计而忽视参与城市社会中的设计行动。

Urban design is an effective means to improve environmental quality and maintain public space, and also a policy tool to shape and manage city landscape. This paper discusses the signifcance and role of urban design, especially the objectives and tasks of general urban design. On the basis of introducing the exploring process of landscape strategy,design management and practical characteristics of landscape planning in Tokyo Metropolitan, Japan, and combining with the actual situation of urban design and management in China, this article expounds the basic idea for improving the policies and mechanisms in the urban design and landscape management, and concludes that general urban design needs to establish administrative status and mechanism through legislation. Professional technicians should not be satisfed with the scheme design on the drawings and neglect to participate in social action through urban design.
