摘要
为了更好发挥用人主体在人才引进与激励中的积极作用,笔者阐述了市场经济环境下人才工作的基本规律,分析了目前用人主体存在对政府和用人单位与人才之间关系的认识不足、对发挥人才资源市场配置的内容方式认识不足的问题。提出了有效发挥人才工作中用人主体作用的4点对策建议:一是理顺政府与用人主体之间的关系;二是尊重市场价格机制,有效发挥宏观调控的作用;三是完善竞争机制,推动人才合理流动与有效配置;四是发挥用人主体在人才使用方面的主导作用。指出只有这样才能在市场经济环境下更好地发挥用人主体在人才引进与激励中的积极作用。
In order to play the positive role of employers in talent introduction and stimulation, this paper describes the basic law of talent work in the market economy environment, points out that the current employers have insufficient understanding of the relationship between government and employers and talents, and insufficient understanding of how to play the role of market allocation of talent resources. In order to effectively play the role of employers in talent work, it puts forward four suggestions: first, rationalizing the relationship between the government and the employers; second, respecting the market price mechanism and effectively playing the role of macro-control; third, improving the competition mechanism to promote the rational flow and effective allocation of talents; fourth, playing the leading role of employing subject. It is pointed out that only in this way can the employer play a more active role in talent introduction and incentive under the market economy environment.
