Historical Review of Villagers' Autonomy in 40 Years of Reform and Opening up And Basic Experience

改革开放40年来,我国农村村民自治经历了自治组织体系化、基层民主规范化、民主建设纵深化、乡村治理现代化等四个发展阶段,形成了比较完备的村民自治组织体系和法律体系,保障了亿万农民直接行使民主的权利,探索了一条中国特色农村基层民主建设的道路。始终坚持党的领导,推动基层民主法制化建设,突出农民主体地位,顺应农村经济体制改革要求,坚持问题导向,不断推动农村基层民主制度改革创新,是我国村民自治历史发展的基本经验。

In the past 40 years of reform and opening up, China＇s rural villagers ＇self-government has gone through four stages of development： the systemization of autonomous or ganizations, the standardization of democracy at the grassroots level, the deepening of democratic construction, and the modernization of rural governance, forming a relatively complete system of villagers＇ autonomous organizations and legal systems. It has guaranteed the direct exercise of democratic rights by hundreds of millions of farmers, and explored a road for grassroots democratic construction in rural areas with Chinese characteristics. It is a basic experience to sum up the historical development process of villagers ＇autonomy that we have always adhered to the Party＇s leadership, promoted the construction of democracy and legal system at the grassroots level, highlighted the main position of peasants, complied with the requirements of rural economic reform, adhered to the orientation of problems, and continuously promoted the reform and innovation of the rural grassroots democratic system.
