新时代公民法治认同的问题与培育路径研究

On the Problems and Its Cultivation Paths of Citizen's Identification with the Rule of Law in the New Era

法治中国建设目标实现需要社会主体广泛认同,新时代公民法治认同是法治社会建设的社会心理基础和思想根基,是法治中国运行的社会动力源泉,也是法治政府建构的民主政治价值基础。新时代公民法治认同存在的主要问题表现为法治精神极为缺失、法治理念有失偏颇、法治思维亟待增强等几个方面。推进新时代法治建设,培育新时代公民法治认同,要激发其法治情感动力,要培育公民具有与新时代法治社会建设相匹配的主体意识、权利意识、责任意识和关爱意识,要内化法治价值引领,坚定地立足于生活实践向度、参与社会维权的具体实践。

The citizen＇s identification with the rule of law in the new era is the important spiritual connotation, significant guarantee for soft power construction of contemporary Chinese society and culture, internal stable and sustainable motivation of the operation of current rule of law and high-degree practice of political consensus on rule of law of the country. The main problems of citizen＇s identification with the rule of law is that the citizens extremely lack spirit of the rule of law, misunderstanding on idea of the rule of law, need to strengthen the legal thinking. In order to promote legal construction and foster citizen＇s identification with the rule of law in the new era, it is necessary to stimulate the emotional power of law as well as cultivate citizen＇s consciousness of subject, right, responsibility and caring, which matches the legal construction of the new era. Besides, it is also important to internalize the value guidance of law, firmly persist in the dimension of living practice, and participate the concrete social practice of safeguarding the rights.
