延边州农业供给侧结构性改革的困境及路径

Dilemmas and Routes for Agricultural Supply-side Structural Reform in Yanbian Prefecture

农业供给侧结构性改革是党和国家对农业发展的科学指导,也是"十三五"时期推进农业现代化的主要政策依据。延边州推进农业供给侧结构性改革,是全面深化经济体制改革的具体要求,是提高农业生产水平的必然选择,是消除农村贫困的有效途径。但是,改革的过程中还面临着一些成本困境、观念困境和创新困境。因此,延边州要逐步破除农业提质增效发展的成本制约,革新农业劳动者的生产观念,强化农业发展的创新动能。

Agricultural supply-side structural reform is the scientific guidance given by the Party and the country as to the development of agriculture as well as the main policy to push forward the agricultural modernization during China＇s 13 th five-year plan. Promoting agricultural supply-side reform in Yanbian prefecture is a requirement to comprehensively deepen economic system reform,a must to improve agricultural production level and an effective method to eradicate agricultural poverty. However,the course of reform is faced with many dilemmas： the cost,people＇s traditional attitude and a lack of innovation. Therefore,it is of high necessity to crack down the limitation of cost to strive for higher quality and efficiency,to innovate laborer＇s viewpoint and to fuel the agricultural development with innovation.
