中国南海不可再生资源跨期开发利用的经济学分析

Economic Analysis of the Intertemporal Development and Utilization of Non-renewable Resources in the South China Sea

中国南海是中国最大的一片蓝色国土,所蕴藏的常规油气、非常规油气、金属、非金属等不可再生资源,对于保障国家资源安全具有重大的战略意义。南海不可再生资源属于马克思蓝色国土自然力范畴,其跨期开发利用能够溢出基本生产要素效应、生产力效应与财富源泉效应。尽管南海不可再生资源的开发利用远景可期,但是,当前近海资源却出现了跨越产量高峰后的自然力递减倾向、远海资源由于多种原因面临着尚不能全面开发、资源总量流失等挑战。为此,应坚决维护南海海权,保障蓝色国土安全及开发利用权益;构建跨期开发利用模型,促进代际公平;制定长远规划,确保资源的可持续利用;鼓励技术创新,实现南海不可再生资源的勘探开发走向远海、深蓝。

South China Sea is the China＇s largest blue land. The non-renewable resources such as conventional oil and gas,unconventional oil and gas,metals,and non-metals in this area are of great strategic importance in safeguarding national resource security. The non-renewable resources of the South China Sea belong to the natural forces of Marx＇s blue territory,and the effects of basic factors of production,productivity,and wealth will be spilt over after the inter-temporal development and utilization of the non-renewable resources. Although the prospects for the development and utilization of non-renewable resources in the South China Sea can be expected,however,the current offshore resources have experienced a tendency of diminishing natural forces after peak production,and the offshore resources are faced with challenges such as the incomplete development and total resource loss due to various reasons. To this end,it is necessary to firmly safeguard the sea power right in the South China Sea to protect the blue country＇s homeland security and the rights of exploitation and utilization. It is still crucial to build a model of intertemporal development and utilization in order to promote inter-generational equity. It is still important to formulate long-term plans to ensure the sustainable use of resources. In addition,it is essential to encourage technological innovation in an effort to realize the exploration and development of non-renewable resources are going further and prosperous in South China Sea.
