十八大以来,中央对生态的高度重视使我国的生态环境治理形势大为转变,也使我国生态环境治理进入一个崭新阶段。在当前生态环境治理中,中央是生态环境政策的制定者与领导者,地方则是生态环境政策的执行者、生态保护的实施者和责任方。但在地方生态环境治理过程中仍存在治理方权责模糊,治理成本与收益分配失衡,以及对生态环境保护政策的理解执行不到位等不利因素。破解这些困境,可以通过完善相关法律法规明确权责、建立完善的激励机制调动积极性、加强监督和巡查、建立各级地方政府沟通协调机制来保证国家生态环境治理战略的顺利实施。

Since the 18th National Congress of CPC, the situation of ecological environment control in China has been transformed dramatically due to high attention paid by the central government, with China＇s ecological environment control entering into a new stage. In current ecological environment control, the central government acts as ecological environment policy maker and leader, while local governments are ecological environment policy executers and implementers and responsible parties of environmental protection. However, the process of local ecological environment contM is accompanied by adverse factors such as ambiguous power and responsibility among controlling parties, unbalanced control cost and income distribution, inadequate understanding and implementation of environmental protection policy etc. To solve these plights, we may ensure successful implementation of national strategy of ecological environment control by completing applicable laws and regulations, defining power and responsibility for ecological environment control, establishing thorough incentive mechanism and arousing the initiative, strengthening supervision and patrol inspection, and selling up communication and coordination mechanism among local governments at all levels.
