以责任追究促进党风廉政建设“两个责任”的落实——基于责任政党和政党责任的理论分析

Facilitating the Fulfillment of the “Two Responsibilities” in the Construction of the Party Mood and Clean Governance with Accountability Mechanism——Based on the Theoretical Analysis of the Responsible Party and Party Responsibility

中国共产党十八大以来党风廉政建设"两个责任"的提出和落实,是通过强化责任追究破解党风廉政建设难落实的政治策略,也是履行政党责任的理性实践。自建党以来,党始终坚持把追责问责作为党风廉政建设的重要举措,探索和积累了不少宝贵的历史经验。当前,党风廉政建设"两个责任"的落实过程中仍存在一些职责不清、执纪不严、问责不实等不可忽视的问题。必须进一步加强政治建设,把政治纪律挺在最前沿;牢牢牵住"牛鼻子",用好问责"撒手锏";通过典型案件的通报、曝光来倒逼责任落实,带动全面从严治党的落实。

Party responsibility refers to the obligations, missions and tasks that a Party, based on the more powers delegate by voters, is to fulfill or to accomplish during the process of the development of social politics. The promotion and implementation of the “two responsibilities” for the construction of the Party mood and clean governance since the 18th national Congress of the Communist Party of China are the political strategies to cope with the difficulties in the implementation of the construction of Party mood and clean governance by means of strengthening accountability, and a rational practice for the fulfillment of Party responsibility as well. The CPC has made explorations and accumulated valuable historical experience with the accountability mechanism practiced as a vital measure for the construction of Party mood and clean governance. However, problems with the accountability mechanism are not to be ignored. This requires further strengthening political construction, putting political discipline at the forefront; taking under control key issues and making the best of vital measures; enforcing the implementation of the accountability mechanism by means of the exposure of typical cases, motivating further the implementation of comprehensive and strict administration of the Party.
