九一八事变后,日本帝国主义为了巩固在沦陷区的法西斯统治、进一步扩大侵略战争,在东北沦陷区建立起一套剥削、掠夺东北人民的金融体系,以此为工具对东北金融进行疯狂掠夺,不仅极大加深了东北民众的苦难,而且把社会经济推向了崩溃的边缘。
