随着地区经济社会的快速发展和水资源开发利用条件的变化,部分水域现状水功能区划出现适应性问题,需对其进行适当调整和科学论证。该文提出了水功能区划调整应注意的关键问题,通过典型案件分析,以递进答疑的方式进行水功能区划的调整论证,以"为什么一定要调,怎样调合适,调整方案行不行,有什么影响,怎样加强保护"为主线,完整阐述了一个论证过程,为此类项目提供实例参考。

With the rapid development of regional economy and society, and the change of water resources development and utilization conditions, the adaptability of function zoning in some waters has become a problem, which needs to be adjusted and demonstrated scientifically. This paper puts forward the key problems that should be paid attention to in the adjustment of water function zoning. Through the analysis of typical cases, the adjustment and demonstration of water function zoning are carried out by means of progressive answering questions. The main line is “why it is necessary to adjust, how to adjust, whether the adjustment scheme is feasible, what influence it has, and how to strengthen protection”. The demonstration process provides an example reference for such projects.
