东亚经济一体化的历史演变研究——以冷战结束至全球金融危机爆发时段为中心的考察

Research on Historical Evolution of East Asian Economic Integration:——From the End of the Cold War to the Outbreak of the Global Financial Crisis

通过对冷战结束至全球金融危机爆发期间东亚经济一体化历史进程的考察,作者发现在强权林立的东亚地区,任何大国对一体化主导权的占有都会引发相关各方的疑惧,担心其利用获得的支配性权力损害本国利益或置自己于危险、不利的境地。为此,利益攸关方往往采取权力平衡策略,联合对主导力量进行牵制与制衡。东亚地区犹疑徘徊的经济融合进程深刻地揭示了无政府状态下区域经济一体化的内在逻辑:国家间关系的不确定性将导致区域经济一体化这一"低级政治"被各国基于权力、安全考量的"高级政治"议题所主导,权力成为决定经济一体化的关键要素。这也意味着在东亚经济一体化进程中,"力量均衡"既是其艰难行进的前提,也是各方唯一可以接受的进程结果。

In this paper, the author examined the historical process of East Asian economic integration during the end of the Cold War to the outbreak of the global financial crisis,and found that any powerful country occupying the leading role of integration will trigger the fear of all parties concerned.Worries arouse due to the strong coutnry may use the dominant power to harm others’ interests or put them in a dangerous and unfavorable situation.To this end, stakeholders often adopt a power balance strategy to jointly contain and balance the dominant forces. The stagnation of East Asian economic integration profoundly reveals the inherent logic of regional economic integration under anarchy： the uncertainty of inter-state relations will lead to the “low politics” of regional economic integration being dominated by“high politics” based on power and security. Power becomes a key element in determining economic integration. This also means that in the process of East Asian economic integration,“power balance” is both a prerequisite for its difficult march and the only acceptable outcome of the parties.
