我国湿地保护管理立法现状与完善建议

The Present Situation and Suggestions for the Wetland Protection and Management Legislation in China

湿地具有重要的经济、生态、社会价值。现阶段我国湿地保护管理法制面临高位阶立法缺失、理念滞后、制度不完善等诸多问题。未来,我国应积极推进《湿地保护管理法》立法进程,贯彻落实整体保护和生态优先理念,遵循"明智利用"原则构建湿地保护管理制度体系,推动湿地可持续发展。

Wetlands have important economic, ecological and social values. At the present stage, China＇ s wetland protection and management legal system is facing many problems such as the lack of high-level legislation, lagging concepts, and imperfect systems. In the future, China should actively promote the legislative process of the Wetland Protection and Management Law, implement the overall protection and ecological priority concept, and follow the principle sustainable development of ＂wise use＂ to construct a wetland protection and management system to promote the of wetlands.
