政府购买气象服务的实践探索——以南昌市为例

通过探索南昌购买气象服务实践,发现存在政府购买气象服务范围有待拓展、覆盖面有限、承接能力弱等问题。建议政府购买气象服务需加强制度的"顶层设计",合理界定购买范围,完善评估机制,提升社会组织的承接服务能力。

The practice of Nanchang government in purchasing meteorological services showed that their practice met the diversified meteorological service needs and promoted the system establishment for the government＇s purchase of meteorological service. At the same time, there are some problems found, such as the scope of government procurement to be expended, limited coverage and weak ability of the social organizations to undertake the job.
