宅基地住房券跨区域流转机制研究

Study on the Cross-regional Circulation Mechanism of Homestead Housing Voucher

本文基于人口流动和城市建设用地稀缺的视角,提出了宅基地住房券跨区域流转的研究,设计了两条住房券跨区域交易的技术路线:以农业转移人口为主导和以政府为主导。以农业转移人口为主导的模式是农业转移人口在住房券流入地与开发商进行公开独立的宅基地住房券交易;以政府为主导的模式是住房券供给城市与需求城市政府之间的宅基地住房券交易。最后,为确保宅基地住房券跨区域流转的有效实施提出了相关建议对策,以期缓解城市建设用地紧张的压力和为大量流动人口稳定提供住房保障。

Based on the perspective of population mobility and scarcity of urban construction land, this paper proposes a study on the cross-regional circulation of homestead housing voucher, and two technical routes of cross- regional circulation of homestead housing voucher was designed： the agricultural transfer population is dominant and the government is the dominant. The model led by the agricultural transfer population is that the agricultural transfer population has an open and independent homestead housing voucher transaction with the developer in the housing voucher inflow place; the government-led model is the homestead housing voucher transaction between the governments of housing voucher supply city and the demanding city. Finally, to ensure effective implementation of the cross-regional circulation of homestead housing voucher, proposes relevant countermeasures, in order to alleviate the pressure of urban construction land tension and provide housing security for a large number of floating populations.
