摘要
抵押物处置是"两权"抵押贷款试点工作的核心,是试点能否平稳运行的关键一环。本文详细介绍了浙江温州抵押农房处置经验和典型模式,并结合温州实践,分析了处置过程中面临的失房农户住房保障体系不健全、违章农房处置困难、三次流拍后无法进一步处置等具体问题,最后提出构建村集体内部转让、司法拍卖和政府收储三级处置机制的思路与建议,以期推动抵押农房处置流转制度的改革与完善。
The disposal of housing mortgage is the core issue of the pilot,which is the key part of the pilot's smooth operation.This paper introduces the experience and typical model of Wenzhou' s disposal of housing mortgage in detail, and analyze the specific problems during the disposal process,which combines the practice of Wenzhou,such as the housing security system for displaced housing farmers is not perfect,handling illegal rural houses is difficult,and it cannot to further dispose after three times of shooting.Finally, it puts forward the ideas and suggestions for constructing the three-level disposal mechanism of village collective transfer, judicial auction and government collection and storage, which to promote the reform and improvement of the mortgage farm disposal system.
