实施性施工组织设计编制与实施中存在的问题及对策研究

Problems and Solutions for Implementation Construction Organization Design During Preparation and Implementation

实施性施工组织设计是保证工程项目顺利实施的重要前提,其科学合理性及有效实施决定着施工安全、质量、进度和效益等目标的实现。本文结合实际,分析了实施性施工组织设计编制与实施中存在的对其重要性理解不够、施工调查不深入、参编人员安排不当、施工部署未显"个性"、"四新"技术推广应用不充分以及技术交底、落实力度不强等问题,提出了强化项目经理的责任意识、认真组织施工调查和方案研究、高度重视编制与审查环节、强化实施过程检查和动态管理、广泛开展全员教育培训及定期进行经验教训总结等相应的对策措施,以提高编制水平及实施效果。

The implementation construction organization design is the key premise for ensuring the smooth implementation of the projects, the rationality and efficiency play important roles in construction schedule, quality, safety and effectiveness. Combining with the work practice, this paper focused on the analysis of the problems existing in the implementation construction organization design during preparation and implementation, such as insufficient understanding of its importance, inadequate construction investigation, inappropriate arrangement of personnel involved in the construction, lack of individuality in construction deployment, inadequate popularization and application of the ＂four new＂ technology, and weak technical disclosure and implementation. In view of the above, some solutions were put forward for the purpose of improving the preparation level and implementation effects, including strengthening the responsibility sense of project managers, seriously organizing construction investigation and scheme research, attaching great importance to compiling and checking links, strengthening the checking and dynamic management of the implementation process, extensively carrying out the education and training of the whole staff and regularly summarizing the experience and lessons.
