多维度构建养老服务供给侧体系研究——以徐州市铜山区为例

Research on Multi-dimension Construction of Endowment Service Supply-side System——Taking Tongshan District of Xuzhou City as an Example

目前我国人口老龄化程度不断加深,养老负担日益沉重,如何构建一个深层次、多元化的养老服务供给侧体系,以不断满足老年人多样化、大量化的养老需求和个性化的养老选择是亟待探讨并迫切解决的问题。文章通过探索现阶段苏北第一大区—铜山区的养老服务需求侧和供给侧现状,根据该区实际情况提出要明确政府责任兜底困难老人养老,完善财政补贴制度;识清发展重点,养老资源向社区居家养老倾斜;积极推进"医养结合"模式的开展;利用区位优势开发养老综合社区等切实可行对策来多维度地构建一个适合苏北地区的养老服务供给侧体系。

At present, China＇s population ageing continues to deepen, and the burden on elderly care is increasingly heavy. How do we build a deep-seated and diversified supply system for old-age care services to meet the diversified and massive old-age care needs of the elderly and their individualized pension choice is an issue that needs urgent discussion and urgent solution. In this paper, by exploring the current demand situation and supply measurement status of the old-age service in Tongshan District of Xuzhou City, we can see the existing problems. According to the actual situation of the district, it is necessary to clarify the government responsibility for the elderly with difficulties and improve the financial subsidy system; Knowing the key points of development are the old-age resources are tilted towards the retirement of the community; Actively promote the development of the ＂medical support＂ model. We will use geographical advantages to develop practical solutions such as an integrated pension community to build an appropriate supply system for elderly care services.
