公共法律服务体系建设是保障人民在法治建设中平等参与、平等发展权利的关键一环。怀化市在推进城乡居民的公共法律服务体系建设过程中取得了一定的进展,但也存在诸多不足,其根源在于认识程度、资源投入、需求挖掘和服务宣传等方面表现不充分不平衡。因此,我们唯有重塑理念提升价值认识,增加公共法律服务的资源投入,挖掘公共法律服务的潜在需求和深化法治宣传教育和法治文化建设,才能从根本上解决当前面临的深层次问题,从而使怀化市的公共法律服务体系能够更加完善,切实发挥其应有的作用。

The construction of public legal service system is a key link to guarantee people＇s equal participation and equal development rights in the construction of the rule of law. Huaihua City has made some progress in promoting the construction of public legal service system for urban and rural residents, but there are still many shortcomings, which root lies in the insufficient and unbalanced performance of the degree of cognition, resource input, demand mining and service publicity. Therefore, We can fundamentally solve the deep-seated problems we are facing only by reshaping our ideas and raising our value awareness, increasing the investment of resources in public legal services, tapping the potential needs of public legal services, and deepening the education of the rule of law and the construction of legal culture, so that the public legal service system in Huaihua can be more perfect and play its due role.
