军民融合的应急指挥卫星通信网络探析 被引量:2

摘要 "最后一公里"问题是制约应急指挥通信网络建设的瓶颈。在军队和地方应急力量联动环境中,军地通信装备不能互联互通的矛盾突出。提出基于低轨卫星星座构建军民融合应急指挥通信网络的技术思路,系统分析低轨卫星星座的特点及其应用于应急通信所面临的挑战;通过仿真实验验证了低轨卫星星座用于应急通信的可行性和主要性能指标。最后,对基于低轨卫星星座构建应急指挥通信网络的方案进行了探讨。 The " last mile" problem is the bottleneck that restricts the construction of emergency command communicationnetwork. Especially in the emergency command environment, there is a prominent contradiction that the equipments of themilitary and local governments cannot be interconnected. This paper proposes the technical idea of constructing the emergencycommunication network of combining the military with local governments based on the communication system of low-orbit sat-ellite constellation and systematically analyzes the characteristics, development and challenges of low-orbit satellite constellation applied to emergency communication. The feasibility and main performance value of low-orbit satellite constellation applied to emergency communication are verified by simulation experiments. Finally, this paper discusses the program of emergency command communication network based on low-orbit satellite constellation.
