新型陆军担负着非战争军事行动的任务,地方政府承担着应急管理的职责,突发事件的应急处置往往需要军地双方共同参与,因此,迫切需要构建军地联动应急指挥体系。训练是形成应急指挥能力的唯一途径,如何构建军地联动应急指挥训练体系成为应急指挥领域一个重要的课题。以提高军地双方各级指挥员的应急指挥协同能力为目的,分析了军地联动应急指挥训练的组织机构设计和训练原则,设计了聚焦指挥的训练内容和虚实结合的训练方法,构建了指挥训练过程中的协同度量评估模型。

The new army is shouldering the task of non war operations, the government is responsible for emergency manage-ment, handling of emergencies often requires the participation of both sides.How to build a training system is an importanttopic in the field of emergency command. To improve the command and coordination capability of commanders, we analyzethe organization and training principles of emergency command training, design the training contents and training methodsand construct a collaborative evaluation model.
