重构“开放型经济”政策体系的探索与思考——实现“外向型”向“开放型”经济质的飞跃与模式创新

The Reconstruction of Open-Type Economy Policy System :Based On the Research of Leap Forward and Model Innovation from "Export-Oriented Economy" to "Open-Type Economy"

党的十八大以来一再强调要"全面提高开放型经济水平",特别是习近平总书记要求广东在形成全面开放新格局方面走在全国前列,这既是一个宏观全局的大问题,也是一个只争朝夕的新问题,如何适应"开放型经济"模式转变的时代要求,如何辨析"外向型经济"与"开放型经济"的内涵变化与模式创新,如何重构"开放型经济"的政策体系,是当前政府面对新的形势与任务,需要形成在开放型经济时代具有不同特征和体系的公共经济政策,以有利于更加准确地引导经济社会实现持续增长、自主创新、经济转型、有效激励、和符合国际惯例等具体的发展目标,文章以咨政文体方式,提出了面对全新的开放型经济形态进行有针对性政策设计的建议,包括及时调整甚至重构相关的系列政策并重构新的政策体系。

Since the 18^(th) national congress of the Chinese Communist Party,comprehensively improving"OpenType Economy"level has been repeatedly reinforced.In particular,Guangdong should take a leadership in forming a new pattern of comprehensive"Open-Type Economy"that requested by General Secretary Xi Jinping.It is not only a big macro and overall issue of China,but also a new problem to race against time.How to adapt"Open-Type Economy"to meet the nowadays demand,how to recognize connotation and innovation from"Export-Oriented Economy"to"Open-Type Economy",and how to reconstruct policy economy system of"Open-Type Economy",those are the new cirnumstancs and tasks that the Chinese govenment should face up to.It is necessary to formulate public economic policies with different characteristics and systems,in order to guide the economy and society more accurately to specific development goals such as sustained growth,independent innovation,economic transformation,effective incentives and conformity with international practices.Based on client administration style,relevant targeted policy recommendations to be designed to face new economy form of"Open-Type Economy",including timely adjustment and even reconstruct series of policy to new political system.
