The Research on VOCs Control Mechanism and Measures

VOCs作为形成臭氧和PM_(2.5)的主要前体物之一,其防控已成为我国现阶段大气环境领域的工作重点。然而,我国VOCs管控起步较晚,落后欧美近30年。通过梳理我国VOCs管控现状,分析了目前VOCs管控中的问题和难点,并结合欧美国家的管控经验,提出建立健全VOCs污染监测体系、开展各层次人才梯级培训等提升国家VOCs综合管控能力的建议。

As one of the main precursors of ozone and PM2.5, volatile organic compounds （VOCs） prevention and control has become the focus of atmospheric environment protection in China. However, VOCs control started late in China and lagged far behind the Europe and the United States for nearly 30 years. By analyzing the current situations of VOCs control in China and drawing experience from European and American countries, this paper points out the problems and difficulties in VOCs management and control, and puts forward several recommendations such as establishing a VOCs pollution monitoring system and canting out hierarchical training of talents at all levels.
