环境影响评价是从源头防范环境污染和生态破坏的基础性制度,是促进生态环境和经济社会和谐与可持续发展的重要手段和有效措施。环境影响评价大数据对于环境影响评价制度的实施和改善环境质量及宏观决策具有重要支撑作用。在生态环境保护总体形势发生深刻而长远的变化,以及环境影响评价进入"新时代"的背景下,提出对环境影响评价大数据的若干新思考,从内涵、总体目标、总体框架三个方面阐述新时代环境影响评价大数据建设的总体思路,并给出"新时代"环境影响评价大数据的重点建设任务,为环境影响评价大数据的建设与应用提供参考,促进环境影响评价大数据为环评制度的实施提供更加精准可靠、高效智能的支撑。

As a basic system for preventing environmental pollution and ecological damage from the sources, environmentaJ impact assessment （EIA） can effectively promote the sustainable development of the society. The big data on environmental impact assessment （BDEIA） plays an important role in the implementation of EIA and macro decision-making for other environmental management. Under the background of profound and long-term changes in the overall situation of ecological environmental protection which ushers in ＂the new era＂ of EIA, this paper discusses some new ideas on BDEIA, including its connotation, general goal and general framework, in order to provide reference for the development and application of BDEIA in the future.
