Striving to Build a System and Mechanism with “no nerves,chances and wishes for corruption”

浙江是习近平新时代中国特色社会主义思想的重要萌发地,也是构建不敢腐、不能腐、不想腐体制机制的重要探索地。习近平主政浙江期间,对不敢腐、不能腐、不想腐的体制机制进行了有效的理论和实践建构。在"不敢腐"方面,强调"把维护党的政治纪律放在首位","坚持有贪必反、有腐必惩、有乱必治",坚决遏制腐败;在"不能腐"方面,要求落实党风廉政建设主体责任,"构筑具有浙江特色的惩防体系""发挥法规和制度在防范和克服腐败现象中的重要作用",强化制度监督;在"不想腐"方面,树立"用权讲官德、交往有原则"的马克思主义权力观,深入开展"以廉为荣、以贪为耻"的廉政文化建设,增强"免疫力"。习近平关于"不敢腐、不能腐、不想腐"重要论述在浙江的形成与实践,为新时代深化构建不敢腐、不能腐、不想腐的体制机制奠定了坚实基础。

Zhejiang Province is an important place where Xi Jinping thought on socialism with Chinese characteristics for a new era germinates,and an important place to explore the construction of a system and mechanism with " no nerves,chances and wishes for corruption"among government officials. When Xi Jinping headed the administration in Zhejiang,he carried out effective construction in both theory and practice of such system and mechanism. In terms of"no nerves for corruption,"he stressed that maintaining the Party's political discipline should be put in the first place,and that embezzlement must be opposed,corruption punished and rules breaking controlled,thus firmly suppressing corruption. In terms of"no chances for corruption",he demanded to specify the subject of responsibility in the Party disciplining and clean government building,create a system for punishment and prevention with Zhejiang characteristics,and make full play of the important role of laws,regulations and the system in preventing and overcoming corruption,thus strengthening systemic supervision. And in terms of "no wishes for corruption,"it is needed to set up a Marxist concept of power,which means using the power with moral restriction on the side of the government officials and keeping bottom line in personal relationship,foster a culture of clean government that is "proud of honesty and ashamed of corruption",and on this basis improve immunity against corruption. The formation and practice of such principles of Xi Jinping in Zhejiang lays a solid foundation for deepening the construction of the system and mechanism with of "no nerves,chances and wishes for corruption"in the new era.
