Construction of the Review Mechanism of Think Tank Research Results

[目的/意义]针对当前智库参与公共决策咨询服务的现实,提出构建智库研究成果审察机制,拟为新型智库服务能力建设提供参考。[方法/过程]运用文献研读与质性研究方法,借鉴国外智库治理经验,分析了我国智库研究成果审察现状,构建了高质量智库研究成果审察机制和评价标准,提出了高质量智库研究成果保障机制。[结果/结论]认为高质量智库研究成果的产出依赖于特定的质量控制机制,智库研究成果必须严格按照质量管理制度进行评审,质量管理应该成为智库研究的主动和必须行为。

[ Purpose/significance] In view of the situation that think tanks participate in the current public decision consulting services, this paper puts forward the construction of review mechanism of think tank research results, to provide a reference for building the new think tank service capability. [ Method/process] By using the methods of literature study and qualitative research, and referring to the experience of foreign think tanks＇ governance, the paper analyzes the current review situation of China＇ s think tank research results, constructs the review mechanism and evaluation criteria of high quality think tank research results, and puts forward the guarantee mechanism of the research results. [ Result/conclusion] The paper believes that the outputs of high quality think tank research results depend on the specific quality control mechanism. The research results of think tanks must be strictly re- viewed in accordance with the provisions and requirements of the quality management system, and think tank research must follow quality management positively.
