小麦产业化经营模式分析与展望——基于河南省淮滨县的调研

Analysis and Prospect of Wheat Industrialization Management Pattern——Based on the Investigation of Huaibin County in Henan Province

针对中国小麦产业存在的产需不均衡、缺乏国际市场竞争力、不能满足多元化市场需求等问题,为探索小麦产业新发展模式,对河南省淮滨县进行了实地调研。河南省淮滨县在传统农业经营模式的基础上,通过政府引导、科技支撑、产业链协作,形成了"政府部门+农户(基地)+农业合作社+加工企业+科研单位+物流电商平台"农业产业化经营新模式,突破了传统农业经营模式中产业链过短或衔接不紧密、责任主体关系脆弱、履约率低等局限性。河南省淮滨县小麦产业化经营新模式促进一二三产业融合,加快了优质弱筋小麦产业化经营,延长并完善了产业链,提高了产业竞争力。

In view of the problems of unbalanced production demand, lack of international market competitiveness and unable to meet the demand of diversified markets in China＇s wheat industry, a field survey was conducted in Huaibin county of Henan province, to explore new development mode of wheat industry. Based on the traditional agricultural management pattern, a new agricultural industrialization management pattern ＂government ＋ farmer ＋ agricultural cooperative ＋ processing enterprise ＋ research institute ＋ logistic and online trading platform＂ has been formed through government guidance, scientific and technological support and industrial chain cooperation in Huaibin county of Henan province. This new pattern breaks through the limitation of traditional agricultural management pattern, such as short industrial chain,fragile relation of responsibility subjects, low contract fulfillment rate and so on. The new mode of wheat industrialization management in Huaibin county of Henan province promotes the integration of primary,secondary and tertiary industries, speeds up the industrialization of high-quality weak gluten wheat, extends and perfects the industrial chain, and improves the industrial competitiveness.
