摘要
电子信息制造业作为我国战略新兴产业的代表,其技术创新效率的提升已经成为目前关注的焦点问题。文章基于两阶段创新价值链理论,运用超效率DEA模型对我国2005~2016年26个省市电子信息制造业科技研发及成果转化阶段的效率值进行了测度和分析。结果表明:我国电子信息制造业创新水平还有很大的提升空间,科技研发效率已经处于较高水平,成果转化效率成为制约整体效率提升的主要因素,且区域间效率差异显著。在此基础上,提出了促进我国电子信息制造业创新发展的3条建议:识别区域产业发展特征,实施差异化创新战略;营造技术创新发展环境,增强产业主体创新意识;丰富产学研创新网络内涵,促进跨区域技术交流协作。
As the representative of China?s strategic emerging industries, the improvement of the efficiency of electronic information manufacturing technology innovation has become the focus of attention at present. Based on the theory of the two stage innovation value chain, this paper uses the super efficiency DEA model to measure and analyze the efficiency value of the R&D and achievement transformation stage of the electronic information manufacturing industry in 26 provinces and cities in 2005~ 2016 years.The results show that the innovation level of China?s electronic information manufacturing industry still has much room to improve,and the efficiency of R&D has been at a high level. The efficiency of achievement transformation has become the main factor restricting the overall efficiency improvement, and the efficiency difference between regions is significant. On this basis, this paper puts forward three suggestions to promote the innovation and development of China's electronic information industry: identify the characteristics of regional industry development, implement the differential innovation strategy; create environment for the development of technological innovation, enhance the enterprise innovation consciousness; rich connotation of innovation and research network,promote cross regional technical exchanges and cooperation.
