从管理体制入手深化公共资源交易改革

从制度设计层面来讲,公共资源交易中心的设立,对规范招标投标市场行为,实现党中央、国务院提出的"让市场在资源配置中起决定作用"的重大目标具有重要作用。但在公共资源交易中心的现实运行中,却存在监管多头、监管乏力、职能定位不清晰等问题,加强相关立法、统一指导思想、明确管理体制、统一交易规则等成为亟待解决的问题。通过对我国交易中心相关现状、问题的分析,提出了加快交易中心建设、改革的相关建议,以资推动交易中心的健康持续发展。

From the perspective of institutional design, the establishment of public resource trading center plays an important role in regulating the behavior of bidding and bidding market and realizing the important goal of “making the market play a decisive role in resource allocation” proposed by the Party Central Committee and the State Council. However, in the actual operation of the public resource trading center, there are problems such as long-term supervision, weak supervision, and unclear functional positioning. Strengthening relevant legislation, unified guiding ideology, clear management system, and unified trading rules have become urgent problems to be solved. Through the analysis of the current status and problems of China＇s trading center, it puts forward relevant suggestions for accelerating the construction and reform of the trading center, so as to promote the healthy and sustainable development of the trading center.
