成都高新区城市社区卫生服务体系发展现状及问题调查研究

Studying on The Status and Problems of Urban Community Health Service System in Hi-tech Zone of Chengdu

目的:探讨成都高新区城市社区卫生服务体系发展现状及问题,为政府构建分级诊疗制度和完善基层卫生服务体系提供参考依据。方法:通过现场观察、现有资料整理、访谈和问卷调查的方式对高新区社区卫生服务机构基本情况、管理和运行情况进行调查。结果:高新区9个社区卫生服务机构中公立占88. 9%(8/9)。社区卫生服务机构卫生技术人员占比0. 79,社区卫生服务机构每千人社区卫生技术人员为1. 28,每万人全科医师为3. 62,均高于四川省和国家水平。社区卫生服务机构平均住院日(7. 5天)、门诊次均费用(46. 1元)、门诊次均处方金额(31. 9元)以及住院次均费用(2027. 1元),均低于四川省和国家水平;医师日均负担诊疗人次(21. 1人次/天)、医师日均负担住院床日(3. 7床/天)以及床位使用率(95. 5%)均高于四川省和国家水平。结论:高新区社区卫生服务机构建设水平较高,业务水平和服务能力较好,基本医疗和公共卫生服务提供能满足区域内常住人群需要,居民对机构满意度较高。

Objective To explore the status and problems of urban community health service system in Hi - tech Zone of Chengdu, and provide references for the government. Methods The basic situation, management and operation of community health service institutions in High - tech Zone were investigated by on - site observation, existing data collection, interview and question- naires. Results 88.9% of community fiealth service institutions in Hi - tech Zone were state - owned. The proportion of health technicians in community health service institutions was 0. 79. The number of community health staffs in community health service institutions was 1.28 per thousand. And the number of general practitioners was 3.62 per ten thousand. All of which was higher than that of Sichuan Province and national level. The average hospitalization days of community health service （7. 5d）, out - patient costs （46. 1 RMB Yuan）, out -patient prescription amount （31.9 RMB Yuan） and the average hospitalization expenses （2027. 1 RMB Yuan） were lower than those of Sichuan Province and national level. The amount of doctors＇ daily visits （21.1 times/d）, residents＇ daily burden of bed day （3.7 bed/d） and bed utilization rate （95.5%） was higher than that of Sichuan Province and national level. Conclusion The status of community health service institutions in Hi - tech Zone is relatively well, which can satisfy the needs of urban residents.
