中医医术确有专长人员医师资格考核制的风险防控探析

《中医药法》创立了中医医术确有专长人员医师资格考核制,降低了申请考核的部分实质条件、省略了考试环节,这在为民间中医人才获取医师资格开辟重要通道的同时,也带来了更多风险。《中医医术确有专长人员医师资格考核注册管理暂行办法》着重从风险防控的角度进行了制度设计,如设定明确严格的考核申请条件、实施分类考核、严格限定执业范围和区域等。必须正确理解和执行考核制下的风险管控措施,领会考核制下松紧适度之法律理念,明确执法重点,严控考核标准,并对中医(专长)医师的执业范围进行动态严格监管。

The Law of Chinese Medicine establishes the mechanism of assessment of qualification of physicians, which reduces some essential conditions and procedures. The Interim Measures of Assessment of Qualification of Physician with Expertise at Chinese Medicine focuses on the control of risk and setting up strict conditions, implementing classified assessment and limiting the scope and area. We must correctly understand and implement the controlling measures, grasping the points, clarifying the key points of enforcement, strictly controlling the standards and supervising dynamically and strictly in terms of the scope of practice.
