城市软实力与硬实力协调发展度测度——以湖北省12市为例

Measurement of Coordinated Development Between Urban Soft Power and Hard Strength——Take the Case of 12 Cities in Hubei Province

城市软实力和硬实力构成了城市综合竞争力,两者的协调发展在很大程度上决定了城市整体的协调发展。为测度城市软实力和硬实力的协调发展水平,揭示城市发展进程中两者的协调规律,在科学构建评价指标体系的基础上,利用变异系数法确定指标权重,建立城市软实力与硬实力协调发展度测度模型,并以湖北省12个城市2015年的数据为例进行实证分析。结果表明,湖北省城市软实力与硬实力协调发展度呈现"一高多低"格局,应发挥中心城市的辐射功能带动周边城市软实力和硬实力的提升,促进全省全面协调发展。

Urban soft power and hard power constitute the overall competitiveness of the city. The coordinated development of them determines the coordinated development of the city. To measure the coordinated development level of urban soft power and hard power as well as reveal the coordination laws of them in the process of urban development, this paper uses the variation coefficient method to determine the weight of indicators and establishes a measure model to measure the degree of coordinated development of urban soft power and hard power. Moreover, this paper makes an empirical analysis based on the data of 12 cities of Hubei Province in 2015. The results show that the coordinated development of urban soft power and hard power in Hubei Province shows the pattem of ＂high-low＂ distribution, which indicates that the radiation function of central cities should be played a more important role in promoting the soft power and hard power of the surrounding cities and therefore enhance the overall coordinated development of the province.
