经济转型过程中政府政策工具调控的国际经验——以战后美国为例

International Experience of Using Government Policy Tools in the Economic Transition Stage——Examples of the United States

放眼全世界．在一国出现经济转型时，政府必然扮演极其重要的角色，其政策工具的作用更是至关重要，如若对国内外形势判断出错，经济转型就很难成功。当前我国正处在深化“供给侧改革”的经济转型期，政府更应该合理地利用政策工具进行宏观调控。本文旨以战后美国为例．为中国政府度过当前中国经济转型期提供更多国际经验。本文研究发现政策工具使用要与时俱进，国内稳定的政治条件。特别是供给侧与需求侧工具的科学平衡都是成功度过经济“软蓿陆”的必要条件。

Looking globally, the policy tools that government take definitely plays an important and unnec-essary role when its economy starts to alter. If the government＇s estimation is not correct, the economic transition will hardly succeed. Currently, China has deepened the Supply-side reform which is also a transi-tional stage for China. Therefore, Chinese government should better use policy tools to get through this strategic time. The paper aims to take the examples of Unites States to provide more international experi-ence. It concludes that updating policy tools, stable political environment and rational use of Supply-side and Demand-side tools becomes a prerequisite to land softly.
