县级党委常委会规模及其变迁的制度逻辑

The Institutional Logic of the Scale of County Party Standing Committee and Its Changes

自党的十六届四中全会提出"完善党委常委会的组成结构……减少领导职数"要求,县级党委常委会规模历经了2006年地方党委换届"减副"、2011年地方党委换届"减常"和2016年地方党委换届"常委职数实际不变,制度规定有所回升"。三次变迁,最终在2016年修订的《地方党委工作条例》中明确为"一般为9至11名"。那么,县级党委常委会规模取决于什么因素和原则?哪些职务应该由党委常委担任?针对上述问题,本文重点关注新世纪以来县级党委常委会规模变迁,运用实证研究分析其内在逻辑,探讨县级党委常委会的合适规模及任职情况,以为加强和改进地方党委领导体制做出理论贡献。

The Fourth Plenary Session of the 16th Central Committee has put forward the requirement of ＂improving the composition of the Standing Committee of the Party Committee.-- cutting the numbers of leader- ship positions＂. Since then, the scale of the county Party Standing Committee has undergone three changes： cut- ting the numbers of deputy secretary in the election of local Party Committees in 2006; cutting the numbers of member of Standing Committee in the election of local Party Committees in 2011; stipulating the scale of county Party Standing Committee as generally 9 to 11 people in the revised Regulations of the Local Party Committee of CPC. Therefore, it induces the questions： what factors and principles determine the scale of county Party Standing Committee, which positions should be held by Standing Committee members. To answer the above questions, the article focuses on the study of changes of the scale of county Party Standing Committee since 21st century, ana- lyzes its internal logic by using empirical research method, and explores the appropriate size of the county Party Standing Committee and its position holding, in order to make a theoretical contribution to strengthening and im- proving the leadership system of local party committees.
