In the strategic back- ground of ＂mass innovation and mass entrepreneurship＂, the government can introduce the resources of enterprises by establishing a policy system for college students＇ entrepreneurship, improving the evaluation and supervision system for college students＇ entrepreneurship policies, exploring the college students＇ entrepreneurship education, promote college students＇ entrepreneurship and improve their success rate by improving the social security system for college students＇ entrepreneurs and building a ＂double-entrepreneurship＂ society.
